Usually a session or cookie issue: the server does not recognize the step as complete, or the browser is in a redirect loop. Check that cookies and site storage are not fully blocked, and try once in a private window. If it repeats after one retry, stop and capture evidence.
Often storage is blocked, a script failed, or the redirect chain broke. Check third-party cookies and site storage for the site, then retry once. If the page stays blank after one retry, stop and capture evidence.
Delivery can be delayed by carriers, email filters, or queues. Check device time sync, wait the suggested window, and use one resend only. Do not spam resend; if it still does not arrive, stop and escalate.
One change at a time (e.g. allow cookies for the site, or try a private window), then one attempt. Do not change multiple things or retry many times; that can trigger rate limits or blocks.
